You can trust that God knows what He's doing by sometimes allowing unbelievers, even evil people, to hold positions of authority. But ultimately, they too will answer to Him for their actions. He may use them to further His ends, but they still make the choices to act the way they do. 

So, in the end, obey the authorities over you. He allows them to be there. Obey God. And trust Him to help you through even the most corrupt governments. They are only there at God's pleasure after all.
